Councilman Garrott stresses bicycle legislation, community gardens

Incumbent Councilman Luke Garrott (District 4) wants his constituents and residents citywide to know that there will be two foundations for his second term as councilman for the Downtown and Central City areas: bicycling and urban agriculture. A veritable shoo-in for a second term, Councilman Garrott is basically uncontested. His only opponent is Jack Gray, listed as “Utah’s leader” of the American National Socialist Workers’ Party, who has $3.06 in his campaign account and who has made zero effort in the current campaign.

In an article today in the Salt Lake Tribune, Garrott expounded about an important part of his current term and a central pillar of his campaign for a second term: bicycles.

One of Garrott's faithful, bicycle-loving supporters
From the Derek Jensen at the Salt Lake Tribune:

Asked about his highlights in office, he cites leading the “complete streets” codification, which requires engineers to design new roadways with an equal nod to pedestrians, bicyclists and motorists...
If re-elected, Garrott says he will focus on bicycle legislation, and its enforcement, beyond just more bike lanes. But key to that is establishing a balance with automobiles and pedestrians.
Garrott wants to improve the experience of pedestrians in the downtown business district “so they don’t feel menaced by bikes on sidewalks.” That may mean issuing traffic tickets to cyclists and perhaps requiring bells on bikes.
He also would contemplate bike registration and push more rider-education programs. “Being a cyclist, I can understand sometimes why motorists feel they are being treated unfairly,” he says. “I think it’s important we strengthen our social contract on the streets with some clear rules.”

What do you think Councilman Garrott can and should do to improve bicycling in his council district (Downtown and Central City)? Let him know by emailing him and letting him know at luke.garrott@slcgov.com, or his liason, Nick Tarbet at nick.tarbet@slcgov.com.
